Harper, pro bono FWA General Counsel, will be a featured speaker on the Japan Society’s policy panel, “Womenomics-in-Action: Approaches by the Japanese, American and European Governments” on Tuesday, May 10, 2016. Harper is a Managing Director of the Bates Group LLC. She Chairs the NY State Bar Association’s Committee on Women in the Law’s Legislative Subcommittee and is a past Co-Chair of NYCLA’s Women’s Rights Committee. She is also a Past FWA President 2012-13. The program will focus on Japan’s new law promoting women’s roles in the workplace effective April 2016. Companies with 301 or more employees, as well as the central and local governments, are required to report their percentage of female hires and female managers, and set numerical targets for employing and promoting women. Harper will be discussing the American government and businesses efforts to promote women’s empowerment and advancement and U.S policies impacting women’s economic rights.
